Haryana Public Works (Building and Roads) Minister Rao Narbir Singh charged that the aim of construction of national highways during the tenure of the previous Congress Government headed by Bhupinder Singh Hooda was only to get electoral benefits and not to benefit the people.
“Hence, they got laid foundation stones of these projects without resolving the issues related to land acquisition. Now, that Chief Minister Manohar Lal has been making concerted efforts for laying a web of national highways in the state, Rohtak MP Deepender Singh Hooda, is trying to cover the failures of the erstwhile regime headed by his father.”
In a statement issued here, Rao Narbir Singh described the meeting between Mr. Deepinder Singh Hooda and Secretary, National Highway Authority of India Yudhvir Malik as an effort to hide 10 years’ failure of the Congress Government.
During the last three-and-a-half years, the focus of the Chief Minister has been to get completed the projects which were lying pending, and to start new ones whereas Mr. Deepender Singh Hooda has been making efforts to earn false praise instead of feeling sorry for the delay in these projects caused due to the mistakes made by his father.
“In sheer desperation, the MP has been trying to blame the delay caused by the Congress Government on the BJP regime. Citing examples of the negligence of the Hooda regime, the PWD Minister said the construction work on KMP and KGP was delayed for 10 years and 12-laning of the National Highway 1 from Mukarba Chowk to Panipat was not only delayed, but the budget too had to be increased.
Not only this, the pending works on flyovers and underpasses on National Highway 1 were got started by the present government.
He further asserted that during the Congress tenure, the foundation stone of the project of four-laning of Jind section was laid by the then Union Minister, Mr. C.P. Joshi, on March 31, 2012. The agency which was hired for this project did not work for two years and gave up in 2014.
Thereafter, the ministry shut down the project. But as a result of the efforts made by the Chief Minister, work on this section was started and it would be completed within the prescribed time period.
Similarly, the work on four-laning of the road from Rohtak to Jind by giving it the status of National Highway 71 was started in 2013. The agency involved also neglected the work and in 2015, the NHAI handed over notice cancelling the contract. The agency went to the high court.
Mr.Manohar Lal took cognizance of the problems faced by the people due to delay and took up the matter with Union Minister Nitin Gadkari. Now tenders have been invited for allotment of the project work.
Rao Narbir Singh said the National Highway from Khewra via Sonepat-Sampla-Jhajjar-Dadri-Loharu road was approved by the present Central Government. The request of Mr. Manohar Lal for preparation of Detailed Project Report (DPR) at the earliest was also approved by the Ministry of Road Transport and Highways and now it has been decided to four-lane this road from Uttar Pradesh-Haryana border to Jhajjar and 10-metre-wide from Jhajjar to Loharu.
He said the National Highway Jind-Gohana-Sonepat which Mr. Deepender Singh Hooda was claiming to have got approved was actually approved by the present government on April 9, 2015 and agency has also been allotted for preparation of DPR.
The minister said the Congress Government had not resolved the issue related to land acquisition for the Northern Peripheral Expressway (Dwarka Expressway) due to which the project remained incomplete.
The present government resolved the issues related to Haryana Shahari Vikas Pradhikaran and following the request made by the Chief Minister, the NHAI took up the project and is constructing this elevated expressway.
He said the need for underpasses at various places on National Highways number 10, 65 and 71 was taken up personally by the Chief Minister with Mr. Gadkari. The NHAI has also appointed consultants for the construction of these underpasses and soon work would start.
